I tried to update TIA V19 to the latest update 2, but still, it was crashing.

I read the Siemens forum and tried suggestions for uninstalling late Windows updates.  That worked! I was able to add OPC UA interface and download it to PLC

Set the HMI time the same as the PLC - HMI connection should work.

This is quite a common issue with Unified panels and new certificate-based connections.
